Darbaar Move needless?

Darbar Move is the bi-annual migration of the government and its functioning bodies to Srinagar in summers and to Jammu in the winters ...The main reason for the Darbar move is the harsh and inclement  climatic conditions  which prevail in winters and summers in Srinagar and Jammu respectively...This system was devised in the Maharaja period of Kashmir history when the functioning of the system largely depended upon weather condition ;and lets face it for once -Who would want to be in Srinagar during winter and be inane to be in Jammu in the month of may....But the monotony of tradition is such that it has made sure that this system still prevails in the present age of technology and comfort....The question which I am going to float is that 'Is the present system of functioning so feeble that it cant work under extreme temperatures?'

Plus the need for governance is requisite in Kashmir during the months of cold when the demands of people are at the ultimate peak.Similarly it also will be realistic for Jammu in summers...This 'Reverse Darbar Move' per-se will help in the consistent and smooth flow of economy which usually is halted in Kashmir during winters and in Jammu during the harsh summers ..
